TWSE Empowers Companies to Meet Net Zero Goals with Promotion of Taiwan's Sustainable Development Action Plans

The Taiwan Stock Exchange (TWSE) and the Taipei Exchange (TPEx) will jointly host a series of events starting from April 27th to assist the directors and chief corporate governance officer of listed companies in comprehending the latest carbon reduction policies and developing their own sustainability and green transformation strategies. This is in response to global sustainable actions and Taiwan's 2050 net-zero transformation goal, as set out in the Financial Supervisory Commission's (FSC) "Listed Company Sustainable Development Roadmap" released in 2022, and the "Sustainable Development Action Plans for TWSE and TPEx Listed Companies (2023)" released on March 28th, 2023.

During the event, the FSC representative will explain the content of the  "Sustainable Development Action Plans for TWSE and TPEx Listed Companies (2023)," followed by the TWSE introducing corporate governance and ESG-related measures in the Taiwan capital market. The event will also invite an expert from the Environmental Protection Administration to explain greenhouse gas reduction and management, and a representative from listed companies to share their carbon reduction experience.

The TWSE has been actively constructing the ESG ecosystem in the capital market since last year, closely integrating its measures with the FSC's action plans. It will fully cooperate with the supervisory authorities to implement the action plans and various ESG ecosystem measures, including integrating ESG information and building a digital platform for sustainable reporting, assisting companies with carbon disclosure, promoting ESG evaluations, and developing diversified ESG products. It will also work with the revision of relevant regulations and CG evaluation schemes to strengthen the board's structure and improve ESG information disclosure of listed companies.

In particular, in leading companies towards net-zero, when the FSC announced the "Sustainable Development Roadmap” last year, the TWSE established a working group to address companies' questions and conduct several explanation sessions. As 2023 starts the mandatory disclosure of greenhouse gas emission for certain listed companies, this events also aim to prepare companies by discussing carbon management strategies and practical experiences.

This year marks the first year of application of Taiwan's "Sustainable Development Roadmap." In the first phase, companies from steel and cement industries and companies with paid-in capital of over NTD 10 billion must disclose their greenhouse gas emissions by 2023. This requirement will gradually extend to small and medium-sized companies, with all companies required to disclose their emissions by 2027 and complete external verification by 2029. The newly released Sustainable Development Action Plan further promotes the establishment of carbon reduction targets and strategies for listed companies, with a goal of all companies disclosing their targets and strategies by 2028.

The first event will be held in Taipei, with subsequent ones planned in Kaohsiung, Taichung and the final one in Taipei.
